Regardless of any other opinion

Regardless of any other opinion on the matter, it astonishes me that the European Union has managed to get this far without a constitution. Let’s face it, any club or society would have a constitution, just to establish protocols for management. Honestly, this strikes me as something that should have been sorted out years ago. But I fear that there will be much wrangling before it is settled, including much stuff and nonsense from the europhobes.
The full text can be found here, although it doesn’t strike me as exciting reading. But I suspect that lots of people will talk about it as if they have actually read it.
I remember years ago going (fairly regularly) to the Fox and Hounds at East Ashling, where they had a paperback copy of the Maastricht Treaty on a bookshelf. I can’t say that I ever saw anyone reading it.
